- Partner Reporting in WIPS Desk Reference. This resource briefly covers the system requirements and suggested process steps for non-State grant recipients working with a State Workforce Agency (SWA) to submit and certify a QPR each quarter. The handout includes instructions for states on how to upload and certify a QPR on behalf of a non-state grantee. Grant recipients are encouraged to review this information when developing a partnership for performance reporting between a non-state entity and SWA.
